The minimum order quantity is the number required to buy under that offer. Also check the unit being sold: a quantity of one may mean one piece or one pack, depending on the listing.

Separate three things: the minimum accepted order, the number of items in one sale unit and the price that applies at your quantity. A lower price above a threshold does not automatically make that threshold the minimum order.
